A Study on New Business Model for the Promotion of National Water Industry

Abstract
This study is conducted to devise New Business Model to strengthen the international competitiveness of the domestic water industry in Korea. and prior to that diversification of government functions related to water industry should be unified for establishing and promoting policy consistently. New Business Model is firstly, ``New business model for need bays regional water supply service`` that allows clients to make final decisions for business area, business target, business model by separating economical water flow rate and manageable water flow rate. Secondly, the New Business Model is integration of water supply and sewerage systems for fulfillment of the economies of scale and scope to unify the operators and construct integrated operating systems for operating and controling each equipment including controling, manipulating etc. The result of the study applied the actual results is possible to save operating manpower and project cost more than 10 percent. Thirdly, the New Business Model is the New Financing Model which the contractor invests the level of the interest of local government loans in advance when the local government lack of financing to install and improve water supply and sewerage systems. By applying the studied Investing In Advance Model the final agreement of the business in 2011 at the current yields of 5.78% and was signing the agreement of the business in 2016 at 2.01% was possible. By upgrading this financing model, we have selected financial investors and raised water funds of 100 billion won premise of same level of rate of return as private investment business and have been applied to several water supply and sewerage systems businesses currently.
